Renting in Thunder Bay with a pest problem

Pest problems in rentals get solved fastest when everyone knows what they are dealing with and who has to act. In Thunder Bay, these are the steps:

1. Identify the pest. The Thunder Bay District Health Unit identifies insects for free: put the insect, living or dead, in a clean container with a lid, add your contact details and bring it to 999 Balmoral Street, Monday to Friday, 8:30 a.m. to 4:30 p.m. Residents outside the city can call 1-888-294-6630. A named pest, such as bed bugs or German cockroaches, makes the next steps quicker.
2. Tell the landlord in writing. Ontario’s Landlord and Tenant Board says a tenant with a maintenance problem should first ask the landlord, in writing, to fix it, and that a landlord “must also take steps to control pests”. Note the date, the rooms involved and what you found.
3. Landlord arranges licensed treatment. Health Canada’s guidance for landlords and building managers says they are responsible for how pesticides are used in their buildings, recommends hiring a licensed pest control applicator, and says tenants must be told when they can safely return and what follow-up steps to take. The landlord must give written notice at least 24 hours before entering, with the reason and a time between 8 a.m. and 8 p.m.
4. If nothing happens. The City of Thunder Bay’s Municipal Standards for Property By-law (BL 95/2022) requires property to be kept free from vermin, which it defines to include rats, mice, termites, moths and other insects or animals that harm people or property. A tenant can report the problem to the City’s by-law enforcement, apply to the Landlord and Tenant Board (1-888-332-3234), or both.
